What is SIR & how the process works

SIR (Special Intensive Revision) is the Election Commission of India's drive to thoroughly clean and update the voter list. The SIR follows a highly regulated, multi-phase timeline to ensure absolute transparency.

Official Announcement & Freezing
The ECI announces the SIR schedule for specific states / UTs, sets a "qualifying date" for new voters (for example, individuals turning 18), and temporarily freezes the current voter list to set the baseline data.

Pre-Mapping Exercise
Officials match current voter records against historical benchmarks (such as the 2002 electoral roll) to flag discrepancies — age-gap anomalies, major name variations, or the same person appearing in multiple households.

Door-to-Door Enumeration & Form Distribution
Booth Level Officers (BLOs) visit every household and hand out pre-printed Enumeration Forms carrying the voter's current details.

Form Verification & Collection
The BLO visits multiple times to help fill the forms and collect them back. For voters registered after January 2003, supporting documents proving residence and identity are verified.

Publication of the Draft Electoral Roll
The ECI compiles all verified data and publishes a "Draft Electoral Roll", available for public viewing online and at designated local centres.

Claims & Objections Window
Citizens get a dedicated period to challenge exclusions, fix clerical mistakes, or object to wrongly added names using the prescribed forms (for example, Form 6).

Final Electoral Roll Publication
After all claims and objections are resolved, the final, clean voter list is published and locked in for the upcoming elections.

If you receive a notice from your BLO after 31 July 2026, you must submit any one of the accepted documents to the BLO.

What should you do as a citizen & voter?

Because SIR involves rigorous data-cleansing, a passive voter risks being accidentally left off the roll. As a responsible citizen, follow these steps.

Be present for the BLO visit
Cooperate with the BLO when they come to your home. Double-check your name, spelling, address and relative details on the pre-filled form.
Keep documents ready
If you registered to vote any time after 2003, keep your identity and address proofs (such as Aadhaar, Voter ID, Passport or utility bills) handy for verification.
Verify online if you missed the visit
If you live in a rented home or were away when the BLO came, check your status on the official NVSP (National Voters' Service Portal) or the Voter Helpline App.
Actively check the Draft Roll
Don't assume you're registered just because you voted last time. Review the published Draft Roll during the claims period to make sure your name hasn't been dropped.

How to get your 2025 details

Your 2025 voter details are easy to collect on your phone. The voter ID itself shows EPIC No, Name, Father's Name, Date of Birth and Address — but for SIR you also need AC, Part No and Serial No.

Your record opens up. Note down your Assembly Constituency (AC), Part No (Booth No) and Serial No — these three are what SIR needs.

How to get your 2002 voter data

To find your 2002 entry, use the official Karnataka CEO website. You will need your Part No (from the step above) to search the booth list.

Open the CEO Karnataka website
On your browser, go to ceo.karnataka.gov.in. In the top menu, click Electoral Roll‑2002.

Find your name in the PDF
The booth's 2002 voter list opens as a PDF. Look through it for your name (or your parents' names) and note the Serial No (Sl No) next to it.

Common FAQs by citizens

QCan my name be completely removed from the voter list without my knowledge?
It cannot be legally removed without due process. But if a BLO visits your house multiple times and flags you as "permanently shifted" or "untraceable," your name will be marked for deletion on the draft list. This is exactly why reviewing the Draft Roll is critical.
QIs Aadhaar mandatory for the SIR verification process?
No. While Aadhaar is accepted and widely used as a supporting identity document, the ECI provides an expansive list of alternative government-approved documents for verification.
QIf my name is deleted during SIR, do I lose my Indian citizenship?
No. The Supreme Court has clarified that the ECI's inquiry is strictly limited to deciding voter eligibility. Deletion from a voter roll is a bureaucratic correction about election lists and does not equate to a loss of citizenship. That said, persistent exclusion due to documentation doubts could require separate resolution under the Citizenship Act.
QI recently moved to a new constituency. What should I do during SIR?
Inform the visiting BLO or use the online portal to submit a migration request. SIR is designed precisely to remove your old entry and safely map your new residence into the updated registry.
QThe BLO visited, but the address I live at is different from the one on my voter ID. What should I do?
Don't panic and don't ignore it — a mismatched address is a common reason names get flagged. Tell the visiting BLO your correct current address and that your voter ID still shows the old one. Then get it formally corrected using Form 8 (for correction of details or shifting of residence):
  • If you have moved within the same constituency, the BLO can usually update it during the visit — confirm your current address on the form.
  • If you have moved to a different constituency / city / state, file Form 8 online (steps in the next question) or ask the BLO for the form, attaching an address proof.
  • Keep an address proof ready — Aadhaar, passport, a recent utility bill, bank passbook, or rent agreement.
  • Note the reference number you get, and check the Draft Roll later to confirm the correction went through.
Use Form 8 for an address or detail correction. Form 6 is only for brand-new registration.
QHow do I update my address, name or other details using Form 8?
Form 8 is the single form for correcting your details (name, photo, date of birth, address, mobile number, etc.) or for shifting your residence. You can do it online for free:
  • Go to the official Voters' Service Portal at voters.eci.gov.in (or open the Voter Helpline App).
  • Sign up with your mobile number, email and captcha — or log in and verify with the OTP sent to your phone.
  • Click "Fill Form 8", then choose Self (or Other to do it for someone else).
  • Enter your EPIC (Voter ID) number so your existing record loads.
  • Pick what you want to do: shifting of residence (new address) or correction of entries (name, father's name, DOB, photo, mobile, etc. — up to 4 particulars at once).
  • Fill in the corrected details and upload a self-attested supporting document (Aadhaar, passport, utility bill, bank passbook, etc.).
  • Enter your place and captcha, hit Preview to check everything, then Submit.
  • Save the reference ID. Track it later under "Track Application Status" on the portal.
A BLO may visit to verify your new address. Updates typically reflect in the roll within about 2–4 weeks.

List of Documents — Keep them Handy

Mainly needed for pending categories (B, D, F). Submit separate self-attested documents for self, father and mother, as applicable. Any one from the list below is treated as sufficient on its own.

Extract of Electoral Roll — Voter ID 2002
This is the most important document. Keep your 2002 voter list extract ready first.
  1. Any Identity Card / Pension Payment Order issued to a regular employee or pensioner of any Central Govt, State Govt or PSU.
  2. Any Identity Card / Certificate / Document issued in India by the Government, Local authorities, Banks, Post Office, LIC or PSUs prior to 01.07.1987.
  3. Birth Certificate issued by the competent authority.Easily available

  5. Matriculation / T.C. Certificate issued by recognised Boards or Universities.Easily available
  6. Permanent Residence Certificate issued by the competent State authority.
  7. Forest Right Certificate.
  8. OBC / SC / ST or any caste certificate issued by the competent authority.
  9. National Register of Citizens (where it exists).
  10. Family Register prepared by State or Local authorities.
  11. Any Land / House allotment certificate issued by the Government.
Highlighted documents are the most commonly available — easiest to arrange.
For Aadhaar, the Commission's directions issued vide letter No. 23/2025-ERS/Vol.II dated 09.09.2025 (Annexure II) shall apply.
Also keep 2 colour photos ready.
